M. Bourchier (the “Times’ ’ correspondent), writing from Jassy, states that there is great indignation at Germany’s removal of neutral ministers from Bucharest. This is doubtless due. to the American legation sanctioning an investigation of the discovery of packages containing explosives and . microbes of dangerous diseases, which were iound buried at the German legation. The Neutrals’ presense was also not desired pending a meeting of the Kaiser and his Allies.
