The '■Times' " Washington corres pondent states that American opinion expects Great Britain s fori hconiing Notes to uphold British maritime policy. There will be consider able disappointment in consequence, also dismay if cotton is declared contraband. . . . Americans feel that Great Britain is mistaken in pursuing justifiable ends illegally when they were attainable legally.
