Enclosure No. 1 AN ACT TO APPROPRIATE THE PUBLIC DEBTS OF THE FORMER PROVINCE OF OTAGO BETWEEN THE PROVINCES OF OTAGO AND SOUTHLAND.

ANALYSIS. Preamble; Short Title. 2. Each of the Superintendents of. Otago ami Southland to appoint an Arbitrator. 3. Umpire to be appointed. i. Arbitrators to determine proportion of Debts to be paid by Southland. 5. If Arbitrators’ award not made within eight mouths, matter to be determined.by Umpire. C. Umpire may award without rehearing evidence. 7. Arbitrators and Umpire to be guided by equity and good conscience. 8. Award to be final. 9. Evidence to bo given on Oath. 10. Witnesses may be summoned. 11. Penalty for default of attendance. 12. Witness’s expenses may be allowed. 14. Expenses of Arbitrators and award to be paid' equally by Provinces of Otago and Southland. 15. When appointment to take effect. 16. Interest chargeable to Southland to be paid to tho Colonial Treasurer. 17. And to be charged to separate account of Province. 18. This Act not to affect “New Zealand Loan Act 1856” 19. Security given to holders of Debentures not to be effected by apportionment. The analysis will sufficiently convey to tho reader tho purport of the Act, which is too-lengthy for our space at present. They include about £1203 per annum for Resident Magistrates Sessions of the Peace, and Coroners; and £403 per annum for Land Commissioner. - (b) Miscellaneous items specified in the Provincial accounts, under the heads of “Sundry Payments” or “Public Works and Undertakings,” including about £470 per annum for Local Posts. * Loan Expenses.
