FOREIGN AFFAIRS.
LONDON, September 20. Mr Brodrick, Secretary for India, speaking at Bromley. Surrey, reiterated Britain’s determination to preserve the rights of shipping and commerce in the Far East. He acknowledged Russia’s friendly spirit in the matter, and said he had every reason; to believe it would continue. He referred with satisfaction to the Thibetan treaty, and the reluctance with which the mission was undertaken. He emphasised the pledge that no permanent occupation or permanent interference with the internal affairs oi Thibet would occur. Referring to the fiscal question, Mr Brodrick supported Mr Balfour’s scheme of retaliation.
