NAPIER BOROUGH COUNCIL.

WEDNESDAY, JANUARY 6.

Present: The Mayor (Mr F. W. Williams) and Os M. W. P- Lascelles, J. Spence, C. H. Cranby, and A. E. Eagleton. Leave of absence was granted to Crs W. J. M'Grath and E. A. WilsonCORRESPONDENCE.

The Napier Harbour Board intimated that steps would at once be taken to remove the heaps of old iron, etc., from the root of the Breakwater, as lequested by the council—Received. The Department of Labour intimated that it would be necessary for the council to notify, during the present month, the day appointed in the borough for the weekly half-holiday Special meeting to be held after next ordinary meeting to fix the day. The manager of the Napier Gas Company wrote slating that the council’s letter, asking upon what terms the company will dispose of their property to the corporation, would be laid before a meeting of directors on or about the 21st January.—Received. The Secretary to the Treasury telegraphed that the papers for the council’s proposed loan of £2727 had been submitted for legal examination. As soon as they were returned he would again communicate.—Received, the Mayor remarking that the loan had been applied fof as long as thirteen months ago.

WORKS COMMITTEE’S REPORT. The Works Committee recommended as follows: —

1. Rubbish Boxes, Clive-sqnare. That the boxes be fixed in the band rotunda.

2. Footpath, Shakespeare - road. That the present footpath receive a tew loads of sand in front of Miss Kenny’s shop. 3. Extension of Kowhai-road.

That the overseer supply levels on condition that the turntable be not less than 20ft wide; and that the question of taking over the extension be held over for consideration. 4. F. C. Selby’s Complaint. That to avoid any possible friction with regard to the telephone at the abattoir, the slaughtermen on their arrival in the morning should ring up their principals for orders, the telephone being always available during working hoars. 5. Drainage. That the drainage of J. A. Napier’s premises. Goldsmithroad, be allowed to stand over until the owner is served with notice to connect, in accordance with the recommendation of the sanitary surveyor.

6. Extension Water Main. That G. Williams’ application for an extension of the water main to his premises in Lever-street be granted, a lin pipe to be laid. 7. Sewer, Hastings-street. That a 12in pipe be substituted for tbe 9in

pipe at the corner of Hastings-street and Tennyson-street. The report was adopted. MISCELLANEOUS.

J. Henderson, assistant sanitary inspector, reported that during the past year 2 cases of measles, 35 of scarlet fever, 21 of typhoid fever, 6 of diphtheria, 3 of tuberculosis, and 1 of septicaemia had been reported- These figures showed a decrease of 55 typhoid cases and an increase of 23 in scarlet fever as compared with the previous year. On December 31st there were 794 premises in the borough with pan closets and 1191 with water closets.— Referred to Sanitary Committee. L. Pickering, sanitary surveyor, asked to be provided with an up-to-date bicycle for use in carrying out his duties. —Granted. The sanitary surveyor asked for instructions as to the annual issue of plumbers’ and drain-connecters* licenses, —Referred to Sanitary Committee. F- Nicholls, waterworks engineer, applied for twelve months* leave of absence to enable him to visit England and America.—Referred to Waterworks Committee, applicant to be asked what arrangements he can make for the carrying on of his duties if leave is granted. On the recommendation of the Finance Committee, accounts amounting to £4552 14s lid were passed for payment. The tender of W. Ward for additions to the caretaker’s house at the abattoir was accepted, the amount being £B2 10s. On the motion of Cr Lascelles, sec-

ended by Cr Thomson, it was resolved, “ That this council suggest to the Premier the advisability of inviting Mr Joseph Chamberlain to visit New Zealand when touring the colonies.” Cr Eagleton moved, seconded by Cr Granby, “That stops be taken to see* that all buildings used for public meetings and entertainments are licensed, and that the inspector be instructed to report on all public buildings, including churches.”—Carried^ The by-law previously passed regulating traction-engine traffic was confirmed. The council then adjourned.
