THE SOUDAN.
ANGLO-EGYPTIAN CONVENTION. ITS EFFECT. Deceived January 21, 1 a.m. Cairo, January 20. The Anglo-Egyptian Convention has been gazetted here. It recognises the joint reconquest of the Soudan enforcing Britain's claim, acruing by right of conquest. The word " Soudan " includes the ancient territories south of twentysecond parallel, including Wady Haifa. The British and Egyptian flags have been hoisted everywhere except at Suakim, where alone a mixed tribunal will have force and the Egyptian flag flown. The Customs duties will be retained. The Khedive, with the consent of Britain, will appoint a Governor-General with supreme military command, the Governor to make and proclaim law and regulations as to the ownership and devolution of property, which will be applicable to the whole or any part of the Soudan. Proclamations forthwith, have notified the Britannia agent and foreign Ministers in Cairo that Europeans will be treated with equality. Under the Convention the imports of Egypt are to be free, but goods leaving the Soudan will be dutiable. No consular agents are to be appointed without Britain's consent. The Brussels Act of 1800 relating to the sale of arms and spirits is to be enforced. The Governor of the Soudan will be removable with Britain's consent,. The Governor will determine the import duties. Under the Convention slave trading is forbidden. London, January 20. The English Press rejoices at the exclusion of mixed tribunals. The Standard says it is likely that the Sultan will protest and aid France. It is thought that through his displeasure the ( Egyptian question in its acute form will . be temporarily revived, j Tha Times says that the Convention is . eminently practical and sagacious.
