9 FRENCH AMBASSADOR CONCILIATORY. BUSSIAN ALLIANCE OF NO VALUE.

. M. Cambon, French Ambassador to London, delivered a very pacific speech .in replying to a deputation from a French branoh of the Arbitration and Peace Association.
Speaking of the relations between France and Britain, and of the recent friction between them arising out of the Fashoda incident, ho denied that there was any antipathy on the part <tf France towards Britain. '
With regard to the pease proposals of the Czar, and to Count Mourayieff's recent circulars to the Powers, M. Cambon said he was afraid that the realisation of the Czar's appeal for disarmament would be very long deferred.
The Paris correspondent of the Daily Jfeios says that there is now evident a marked change in the temper of the Republic with regard to the alliance with Russia.
This latter, he says, is now regarded as of no value to France whatever, unless one is herself well armed and able to defend her rights standing alone, in which ease the aid of Russia is not required.
