THE CZAR'S PROGRAMME. EeceiTCd January 17, 9.20 a,m, St. Petersburg, January 16. Count Monravieff, Russian Minister for Foreign Affairs, professes to be still hopeful of good resulting from the proposed conference. He has addressed a circular to all the Powers, in which, while admitting the gravity of some recent events, and their apparent antagonism to a realisation of the Czar's scheme for general disarmament, he announces that Russia still proposes to convene the conference. The circular concludes by asking the Powers for an interchange of views on the subject of disarmament. Count Mouravieff's circular to the Bowers defines the programme which, it is proposed shall be discussed at the Disarmament Conference. These are specified as (a) an arrest of existing armaments by the Powers; (b) the mitigation of the conditions of warfare ; (0) the extension of the principle of international mediation; and (d) optional arbitration , on matters in dispute between two or more nations. ,
