THE PHILIPPINES.
Eocelved January 13, 9.10 a.m. Washington, January 12. Senator Foraker, in his speeoh in the Senate, hinted that America's retention of the Philippines was due to the possible intervention of other Powers.
AGUINAI/DO DETERMINE!) TO FIGHT. Received January 14, 1 a.m. Hong Koj?o, January 13. The Filipinos at Hong Kong assert , that Aguinaldo will attaok Manila if the Americans land at Iloilo.
SAGASTA SAID TO BE ALARMED. London, December 1. The Biarritz correspondent of the Daily Mail says: — "Senor Sagasta, who has heretofore been sceptioal on the point, now admits that Carliain ia the greatest existing danger in Spain. The authorities are all alarmed at the indication of an imminent rising. The Carlist plans have been elaborately devised, even to the extent of appointing a Governor at Madrid." The Madrid correspondent of the Daily Ncios says: — Lieutenant-General Correa, Minister of War, declarea that the Government has 140,000 troops in readiness to take the field in the event of a Carlist rising, and will soon have 200,000 available. He says, however, he does not believe that the Carlists intend to move yet. Four hundred guns, which were being smuggled, have been seized in a Basque village. Don Carlos, in his forthcoming manifesto, will make a strong appeal to the army. The Carlists disagree among themselves as to the advisability of immediate movement. The military element is impatient, but the civilians urge the uselessnoss of an attempt to riae until the Carlists are assured of the help of the army. The Borne correspondent of the Daily Mail says : — " The Pope has been so much impressed by the alarm expressed by the papal nuncio at Madrid at ths possibility of civil war that, with the consent of the Queen Regent, and with a view to avoiding bloodshed, he has opened negotiations with Don Carlos, proposing that Don Jaime, the pretender's son, should marry Princess Mary of Asturias."
