GERMANY AND BRITAIN.
THE KAISER ON THE INTERNATIONAL SITUATION. Becoived Decemtor 13, 1.20 a.m. Bermn, December 12. The Emperor, in a conversation with the President of the Reichstag, said that although Germany's relations were peaceful the international situation required great attention. He acknowledged Great Britain's great compliance with Germany's connection in the recent African agreement.
