Tuesday, June 23. The Counoil met at 2.30 p.m. ADDEESS TO THE QUEEN. MrM'Lean moved the adoption of an address similar to the one passed in the Lower House, congratulating Her Majesty on the steps taken by New South Wales in sending troops to the Soudan. After some discussion the motion was carried on a division by 27 to 7. .STATE BANK OF ISSUE. Mr Bathgate gave notice of a Bill for the establishment of a State bank of issue. SECOND HEADINGS. The Canterbury and Otago Marriages Bill, the Mercantile Lw Amendment Bill, and the Cemeteries Act Amendment Bill were read a second time.
