After some discussion the motion was carried on a division by 27 to 7. .STATE BANK OF ISSUE. Mr Bathgate gave notice of a Bill for the establishment of a State bank of issue. SECOND HEADINGS. The Canterbury and Otago Marriages Bill, the Mercantile Lw Amendment Bill, and the Cemeteries Act Amendment Bill were read a second time.
