Sib,— For the best part of an hour to-day three horses have been standing on the footpath in front of the Union Bank, being attached to the posts put there for this purpose. I was always of opinion that the owners of horses so situated rendered themselves liable to a fine under the bye-laws of the Municipal Council, but perhaps these are only framed against the ft oipolloi," and are not intended for M.O.s and such like dignitaries.
