BREACHES OF BYE-LAWS.
Sib,— For the best part of an hour to-day three horses have been standing on the footpath in front of the Union Bank, being attached to the posts put there for this purpose. I was always of opinion that the owners of horses so situated rendered themselves liable to a fine under the bye-laws of the Municipal Council, but perhaps these are only framed against the ft oipolloi," and are not intended for M.O.s and such like dignitaries. At all events, for some time past a very flagrant breach of the law has been practised in this locality, and it is now becoming unendurable. — I am, &c, Ratepayer. Napier, January 27, 1879.
