LONDON, May 1. The Russians have attacked Kars. The result is awaited. The Khedive of Egypt is helping Turkey. The Roumanian Chamber of Deputies has adopted a convention with Russia, assuring her troops a friendly passage. The passage of the Dardanelles and the Bosphorous is closed at night. Important operations on the Danube are nut expected till the end of lil-ay. Hobart Paslui, who has run the blockade at Galatz, reports that the Russians are massing, arming gunboats, and preparing torpedoes, with the apparent object of attacking Dabaudscha. Franco is neutral.
