Whatever may be thought of the allocation of the £500 originally destined for the inland hospital to the Napier Institution, and we are inclined to concur with those who regret it, there is no chance of the promoters of the former establishment ever seeing any of it now. It is already handed over, we understand, to the Napier Hospital Board. It was never as Mr Johnston thought, a vote of the Provincial Council. It was, in the first instance, an appropriation by the Superintendent, during the interregnum between the abolition of provinces and the coming into force of the new Local Government Acts. This appropriation lapsed, and on its lapsing, a second appropriation by the Superintendent was made altering the destination of the money.
