The Council has made some progiess iv public business, the more so, perhaps, since everything, hitherto, has gone on smoothly aud pleasantly. The Licensing Bill is now nearly through committee. A schedule, to contain the conditions of a license being issued, will, we learn, contain most of the provisions, the absence of which is complained of by sojne of our correspondents. The Sheep and Scab Bill is also in a forward state. It is ah exceedingly stringent measure, evidently intended to stamp out disease of auy kind, by forcing owners of diseased flocks to boil them down without delay. The Schools Bill remaius in abeyance. Members are rather frightened at t he 76 clauses of which this measure consists, and we should not be surprised to see it shelved for the sessiou ou the ground that the constituents have had no proper opportunity to study its provisions. Barring that it leaves the education rates in precisely their present positiou, we think the Bill a very good one — very well calculated to remedy present defects in the adtniuistratiou of educational funds. Various other matters havo engaged the attention of the Council and beeu discussed with moderation aud intelligence. For these we must refer the reader to our Council reports.
