The Provincial Council, in its sixteenth session, met on Wednesday, last. The opening speech of the Superintendent will be found in another column. A large amount of business was ready for the Council on the first day, by which meaus much vexatious loss of time will be obviated. Yesterday, His Honor made his fiuauciai statement, which was done in a clear, business-like man--nar. We regret that we cannot to-day reproduce this speechTT)ut we reprint the estimates of revenue and expenditure, which, with other documents, were laid on the table at the close. Want of space prevents us from extending our remarks as we would wish.
