Poverty Bay. — A small detachment of armed constabulary had been landed at Poverty Bay, the object being that militiamen, in view of the approaching busy season, may be released from military duty and permitted to follow their ordinary occupations. The news of the change of ministry, and of the steps subsequently taken, will, we feel assured, have a powerful effect on public opinion at home.
