FRANCE.
The cordial reception of the officers, of the French fleet in England has produced universal gratification in Paris, leading to closer relations between both countries. An important interchange of personal interviews between Napoleon and the King of Spain 1 ; has taken place, bearing great political signification. The Government disallow the debates of Municipal Council being published until approved by them. Public feeling respecting the Finian conspiracy attributes its cause to the sudden disbanding of the Federal armies and attempts at free soldiering. A monument is erecting at Boulogne in honor of Jenner, the discoverer of the efficacy of vaccination, surpassing in grandeur the English monument.
