HAWKE'S BAY HERALD WEDNESDAY, JANUARY 20, 1864.

Our limits permit only of our reporting part of Tuesday's Council proceedings ; including, however, the most important debate of the day — that relating to the occupation of the plains as sheep runs. The remainder of the sitting was taken up chiefly with- Mr. Colenso's motion, intended to be expressive of the opinion of the Council that His Honor the Superintendent should be requested to consider the reconstruction of the Executive Council. It did not at- first appear as if the motion would be seconded ; but ultimately Mr. Bousfield was made acquainted with the state of the case, and officiated in that capacity. Upon a division, the mover and seconder stood alone. in their glory. To-day, the Council met at 11 — Mr. Ormond, who had previously been absent, taking his seat. After some motions of comparative unimportance had been taken, the Superintendent, by means of suspension of standing orders, obtained leave to S bring in an " Amended Loan Act," and to have it read a first time. On the motion for again suspending the standing rule, with the view of moving its second reading, — Mr. Colenso drew attention to the last rule, which was to the effect that the standing orders could not be suspeuded without eleven members. We, he said, being in a minority, seeing that_His..Hoaoi* has sent up the country to whip in a member, the only course left us to have the Bill fairly considered, is to retire. Messrs. Colenso, Bousfield, Edwards, and TifFen accordingly retired, leaving only nine members in the room — Mr. Fitzgerald having been absent. An adjournment till tomorrow (Thursday) then took placeMr. Ormond saying that what had just taken place was evidence of an "unseemly and factious opposition." Notice was given for the second reading of the bill.
