Rights of Powers to Sit in Judgment DISCRIMINATION ALLEGED

Germany’s Note to the Powers, following the League of Nations’ condemnation of unilateral breaches of treaties, challenges the rights of those governments comprising the League Council to; create themselves Germany’s judges. Germany views the Council’s decision as an attempt at a new discrimination against Germany. Consequently Germany resolutely rejects tlie Council’s resolution. Germany reserves the right shortly to define her attitude towards the different questions mentioned in the Council’s decision. , The protest is addressed to the 13 Powers which supported the League resolution, including Austria. It is semi-officially stated that the Note is unimportant and does not require an answer,' as a further Note is intended. Moreover, the Powers have not asked Germany to accept the resolution. The “Petit Parisien” declares that the Note’s'argument is specious and without foundation. Nobody believes that Germany is. an innocent victim. Germany has also sent the protest to Denmark in order to acquaint her with the situation. The “Daily Telegraph’s” Munich correspondent says that Herr Hitler, Baron von Neurath and Herr von Ribbentlirop, behind locked doors, had a long discussion whether Germany should send a . formal protest against the Geneva resolution. The discussion was broken up at noon,' when HenHitler and Herr von Ribbenthron flew to Berlin in a special aeroplane. It is understood that Herr Hitler favoured the despatch of a direct protest, but Baron yon Neurath and Herr von Ribbenthrop were not in complete agreement. It was agreed that the subject should be decided by a full Cabinet meeting.
