SOCIAL SECURITY BILL
AMERICAN MEASURE! PASSED UNEMPLOYMENT INSURANCE (United Press Association—By Electric Telegraph Copyright.) AVASHINGTON, April 19. The House or Representatives passed the Social Security Bill by 372 votes to 33 without amendment.
The Bill provides for unemployment insurance ns a co-operative 1* ederal and State undertaking supported by contributions, not taxation, and with funds held and invested by the Federal Government.
President Roosevelt, when outlining the measure in November issued a warning against allowing “This type of insurance to become a • ‘dole’ through mingling insurance and relief. It is not' charity. , Let us profit by the mistakes of foreign countries ancl keep out of unemployment insurance the dole, every element of which is actuarilly unsound.” He indicated that lie vas n.ot yet ready to act regarding old age and sickness insuiance. “Our first task is to get the economic system to function so that there will be greater general security,” he said.
