HAWERA BOROUGH COUNCIL MONTHLY MEETING HELD ADOPTION OF REPORTS. ' Mainly routine matters were dealt with in the reports which came before the Hawera Borough Council at the monthly meeting of that body held last evening. The Mayor (Mr J. E. Campbell) occupied the chair and also present were C'rs. A. Reid, W. Ri. Butler, L. H. Ciapham, A. K. North, W. G. Strange, El. K. Cameron, W. J. Bright, W. G. Walkley and the town clerk (Mr H. S. Elliott). An apology for ah. Sence was received from Cr. R. M. Rickard and leave of absence granted. The treasurer (Mr H. S. Elliott) submitted, the following statement of bank balances as at August 31, all accounts being shown in credit except where ' otherwise mentioned i General account £1778 9s; water, £9(14 18s 2d; cemetery (dr.), £l4 11s Idd; hospital, £6ll 3s lid; special rate (original area) (dr. ) £579 11s l()d; special rate (added area) (dr.). £55 19s fid; heavy traffic, £l2l 6s llcl; legacy, £56 Is fid; jubilee fund, £63 8s 9d; sundries (dr.),. i'3 7s fid. The accounts in credit exceeded those in debit by £2941 17s 7d. A ,schedule showing the expenditure provided for under various headings in the estimates and the actual expenditure to date during five months of the current financial year was tabled as follows:

G ENERAL COMMITTEE.

Recommendations submitted by the general committee were adopted as follow : * , Tfiat an application by the Egmont A. and P. Association for permission to decorate the streets and to drive stock in the borough on the occasion of the forthcoming show, be granted subject to the usual conditions. That a letter of thanks be sent to the Park Croquet Club in acknowledgment of its donation of £lO. That a letter from Mr E. M. Bardsley (suggesting the provision of amusements for children) be referred to the park and reserves committee for consideration and report.

That application' for permission to hold the annual Scout and Cub coinpetitions at King Edward park.oil November 3 be granted. That the council support the Nelson Pity Council in its protest against the provisions of section 17 (sub-sections 2 and 3} of the Transport Law Amendment Act, 1933. and that the matter- be brought before the local member. That the matter of arrangements with the Hawera county ranger to undertake borough duties be left in the hands of the Mayor.

Motors Ltd. for permission to instal two kerbside- petrol pumps and tanks in the footpath outside the premises in Regent Street owned by Mr AY. A. O’C'allaghan be granted subject to the usual conditions.

That the council approves of a new motor being procured and installed above the ground at the Waihi and Glover Read pumping station. It was reported that a deputation from local carriers (Messrs. Bartlett. Chadwick and Cahill) waited on the committee with reference to the licensing of through carriers who deliver locally and it was recoin mended that the borough solicitors he asked to advise on the matter.,

'('lie Mayor reported that arrangements had been completed for the appointment of the Hawera County range;- (Mr 0. Baker) to undertake borough duties at a salary of £2O per annum. . . . .. This was approved by resolution ol the council.

Recommendations submitted by the Works Committee were adopted as follow : That the South Taranaki PowerBoard be written to for an explanation regarding a motor burning out two days after its repair and replacement. That the installation of the motor above the ground be tried out at the Glover Road-Waihi Road pumping station subject to the consent of the Hawera. County Council. That various firms purchasing “bohbv” calves be communicated with relative to the time of delivery at the railway station in an endeavour to abate the nuisance of noise at night.

In his report the borough foreman (Mr J. Rowe) stated that ordinary maintenance work had been carried cut during the month, paths and channels being cleaned and sewers and dead ends flushed, paths and streets repaired and concrete channels patched. Channels in Camberwell Road and Wilson Street were being completed. Tin- pa I n fronting new buildings in Regent Street had been top-dressed. Glover Road pumping station recently overhauled burnt out on August 23 and anotlrcr motor had been installed temporarily. The foreman suggested that the 4-inch water main in Fairfield Road be extended about a chain beyond, the abattoir, to be used a scour pipe, and empty into the channel on the roadside, a 4-inch valve to be used. The sewer outfall was inspected during the month and everything found satisfactory. The fi-inch emergency pipe.over the cliff at the outfall had been anchored and repairs as authorised would then he completed this 1 week. Levels dealing with the disposal cf storm water in Scott Street had been taken and repairs to the swimming baths completed. A small shed for use as an office'at the yard was under construction. The unemployed at present were working on the new cemeterv road and at Nolantown.

BOROUGH INSPECTION. The borough inspector (Mr L. Hunt) reported that during the month four prosecutions were conducted, on for allowing a chimney fire, one against an unlicensed person- who did sanitary plumbing and two motor offences. Forty-five drivers’ licenses were issued, including cue to a new driver- Two bowser tanks were tested and installed. Twenty-nine plumbing and drainage permit's were issued and one drain alteration of 20 feet was inspected and passed. No ho-use to house inspections were made, but re-visits for repairs following notices were made to 35 dwellings. One new butcher’s shop wasi licensed, also one hairdresser.. PUBLIC LIBRARY. The report of the librarian (Miss> Hilda Carson) stated that during August there were 10 resignations and 17 new members .in the adult section, bringing the total membership to 495. There was an increase of four members in the . intermediate department and three in the juvenile departments, making a total of 752 members, compared with 770 last August. The new books included over 80' extra copies of popular novels which were purchased at a- reasonable figure. Of the hooks withdrawn this month, some were donated to. the Selp-help Club and the remainder sold to subscribers at reduced rates. Book issues showed a slight decrease on the figures for August 1933. SCOTT STREET DRAINAGE. DISPOSAL OF SURFACE; WATER. At the request of the council Mr J. S. Murray submitted a plan of levels and lines of .surface water drains required to take water away from the entrance to the British Imperial O'il Company's premises in . Scott Street. Owing- to the position of the septic tank and buildings in the property it was considered inadvisable to attempt to take the drain through the property on tiie east side of the railway siding. Air Murray advised the forming of the water tables and taking the water under the siding to the end of Scott Street and thence by a pipe line to the gully in Mr Pease’s property. At the head of the gully there was a stock.track and the’pipes would have to be taken under this. The pipes would cross the company’s property at the end of Scott Street, and a grant of easement would he required over this and ■Mr Pease’s property. No greater length of pipes would hi' required than if taken through the company’s property. On the railway side of Scott Street there were two drains discharging from the railway station yard and to effectively cope with the water a water table should be formed on that side and the water taken by a culvert under the tarred road just before the British Imperial Company’s entrance. The bitumen on the roadway was showing signs of perishing and cracking owing to the water not getting away. Three crossings would be required at the Hawera Dairy Company’s property, hut by forming the channel twelve feet from the building line the present method of entrance used by the dairy company could he continued and, would eliminate two crossings. The report was received.
