TOKIO, Jan. 28. Speaking at a, service - for the‘officers and men who* were killed, at Shanghai in the outbreak of hostilities a. year ago,, the Navy.-Minister, Mr O’Sumij stated that in-the event of Japan- being forced.- to withdraw from the League of ,Nations by reason, of hostile decisions, nevertheless it would be necessary to participate in the Disarmament Conference. He urged that there were most important Japanese proposals in the interest- of the world’s peace.

A meeting attended by many distinguished soldiers, diplomats, ‘peers, politicians and scholars, discussed the need for the formation of an alternative to the League of Nations, which has • proved incompetent to settle international disputes. . ' - - Internationalists, it was decided, must be in groups—European, Asiatic, American and Soviet. . . - -
A projected Asiatic league will be inaugurated at a pan-Asiatic conference which will probably he held in April.
