STATE INDUSTRIAL POWERS. CRITICISM IN AUSTRALIA. (United Press Association—By Electric Telegrapt Oopyrigh-*.; Received 12.15 p.m. to-day. SYDNEY, Jan, 2S. In a paper read to the Australian Institute of Political Science Mr Menzies, the Victorian Attorney-General, said that portion of section forty-one of- the Federal Constitution vesting industrial pow-ers in the Commonwealth had created a “new engine of disorder.” It had brought about a bitter industrial psychology which tended to aggravate industrial discontent and had caused extensive; moral injury which had done much to destroy the. democracy of union organisation. The only remedy was to give the Commonwealth power to legislate generally in all industrial matters.
