MEANS TEST IN BRITAIN
BILL PASSED BY LORDS (United Press Association —By Electric Telegraph. Copyright, i LONDON, Nov. 16. The House of Lords passed the “Means Test” Bill through all stages after Lord Covat, Lord Nova.r and Lord Kinnoul had protested against its application to Scotland. Lord Novar contended that the extension of English Bills to Scotland was strengthening the Scottish home rule movement.
