LONDON, Nov. 16 ; In the House of Commons the Unemployment “Means Test” Bill passed its third reading by 252 votes to 41. Sir E. Hilton-Young, Minister of Health, closing the debate, emphasised that the legislation was of a tentative character. The Government would watch carefully the effect of the burden cast upon local authorities.
