The circular condemns over-specialisa-tion in the scrummage as leading to a serious deterioration of forward play, the fixed formation caused many It is stated that British forward play has deteriorated since the introduction of fixed formations, causing exasperating delays and creating much scheming in scrummages. The circular criticises referees’ failing to penalise scrummage irregularities. Players must be ordered off for persistent offences.
