LONDON, Sept. 3. iGiving the name of -Placidus William Wiseman, an elderly Irishman, who says he was once rich and lived in New r Zealand, was discovered penniless in a village near Lagos, Portugal, says a message from Lisbon. He nad started an English school in the village. Wiseman speaks English, French, Spanish and Portuguese.
