NEW JAPANESE CABINET
VISCOUNT SAITO AS LEADER. (United Press Association—By Electric Telegraph Copyright.) TOKIO, May 23. After three days’ negotiations Mr -Saionji has recommended the Throne to invite Admiral Viscount 'Saito to form a Cabinet, which may include Count Uchida as Foreign Minister and Mr Takahashi as Finance Minister.
An earlier message stated that Mr Saionji was encountering the utmost difficulties in forming a 'Cabinet. The possibility was mooted that ho himself would undertake the leadership of a national Government. Mr Saionji interviewed three ex-Premiers and Admiral Tago. The changes of a national Cabinet were aided by Mr Suzuki’s failure to indicate a concrete policy.
