INDIA CONFERENCE WORK. CRITICISM BY HINDU. (United Press Association —By Electric Telegraph Copyright.) LONDON, Dec. 17. The separation of Burma may prove the only constructive work of the round-table conference, says Dr. M<xly, a. Hindu, drawing attention to the fact that despite nearly a month’s discussions. the conference has not arrived at a single decision of importance regarding British India. The fact is that pessimism has settled down over delegates owing to the impossibility of .set? ling R indm-Mostem communal differences. Negotiations on tills matter have twice broken clown owing to representative bodies -in India refusing to permit their representatives in .London to come to terms.

The Prime Minister will be chairman of the Minorities Sub-Committee., the members of which were selected today by the business committee of the round-table conference. His acceptance of this position is appropriate in view of his presence in the role, of conciliator at the recent conference on the minority problem between Hindu and Moslem delegates. The sub-committee has 37 members, among whom are representatives of all the British delegations, Hindu Mahsha.bha, Hindu Liberals, Moslems, Sikh., Indian Ghrisians, Indian women, depressed classes, Labour, and Europeans. The terms of reference are “provision to be. made to secure the willing co-operation of minorities and special i interests.’’ A sub-committee on the franchise, consisting of 37 members, including both women delegates, was also formed, with Sir William .Towitt as chairman.
A sub-committee on the North-West frontier province, which was also set up. with 20 members, will! have t-lie Foreign Secretary, Mr. Henderson, as chairman. .'’the federal structure. ,sub-commit-tee meets to-morrow to discuss the future treatment of subjects and functions at present pertaining to the General Government and not placed l on the federal list. On Monday it will begin consideration of the number of members comprising this federal legislature, and, if the legislature is of more than one chamber, of each chamber and their distribution among the federating units; the methods whereby the representatives from Britisir India and from the Indian States are to. be chosen; the constitution, character, powers, and responsibilities of the federal legislature. The sub-committee bad also to report upon the relation of the federal executive and of the provincial executives to the Crown.
