SUGAIv CONFERENCE FAILS. DEADLOCK WAS REACHED. (United Press Association—By Electric Telegraph Copyright.) BRUSSELS, Dec. Id. The .sugar conference was .suspended because, of the withdrawal of the Gcrniaus, who rejected the United States proposal io limit the German expoi t quota, to 200.000 tons. The Germans demand ioO/JOO tons for 193-0-31. 350,000 tons per annum for the following four years, and 200.000-tons per annum thereafter. Other European sugar producers accepted t'he United States proposals.
