TOWN BOARD WORK

MEETING OF COMMISSION

The monthly meeting of the Kapouga Town Board was held on Tuesday evening when the following members were present Commissioners A. R. Bates (chairman), E. L. Abbott, W. G. Clean, /. P. Gibson, R. A. Law, W. Marr and H. J. Mills. A letter received from the Town Clerk, E'ltham, intimating that a meeting was being held that evening for the 'purpose 1 of forming an unemployment committee representative of the whole of the E'ltham County and! inviting the Board to be represented. The matter was discussed at some length and it was decided that the board would fall into line with whatever action was taken by the. meeting., and, if necessary, a sub-committee, would be formed in Kaponga.

The clerk reported upon the recent local bodies conference at which ho attended as the board’s representative. An application from a local resident for connection with the town water supply was approved subject to the usual fees. A short discussion ensued on the question of the camping site on the old domain, the property of the -board, and the clerk Wais instructed to communicate with the South Taranaki Automobile Association with a view to having the attraction included in the association’s publication and a notice exhibited, drawing attention to the site. It was pointed out that the site' is handy to the town and the opinion was expressed that it is' ideal from the clampers’ point of view and should become popular when its situation was more widely known. It was decided to have a “clean up day” throughout the town and the foreman was instructed to arrange for this to be carried out on Thursday and Friday of this week. Under this proposal,' rubbish, old tins, etc., would be collected from householders and carted to the board’s rubbish tip. It was requested that householders will assist the board in this matter by having rubbish ready in an accessible position for removal. For the Christmas holidays it was resolved that the board’s office would be closed on the 25th, 26tli and 2/th December and January Ist and 2nd. On Saturday December 7 an officer would be ill attendance' in the afternoon and evening for the convenience of library patrons. Accounts totalling £584 Os 7cl were passed for payment. Of this amount £325 represents interest 'and sinking fund on loan payment due in January which brings) the expenditure for December down to £259 0s 7d. A statement was presented .showing receipts and expenditure for eight months ending November 30, 1930. For the period under review the position ais exists in the various accounts is shown hereunder, the figures lor 1929 being shown in parenthesis. The receipts are given first in each case: General account, £lßl2 15s 9d (£2059 2s 8d). £3131 3s 10s (£3060 2s 2d) ; electricitv department, £2824 8s 7d (£3672 10s 4d), £2572 16s 7d (£2574); cinema account, £369 6s 5d (£6lB 14s 1 Id) £348 3s lid (£509 12s 4d). The totals for the eight months were: Re- : edits £SOOB 10s 9d (1929 —£6350 is lid): expenditure. £6052 4s 4d (£6143 14s 6d). The bank overdraft at- the beginning of the year was £1842 7s 2d). At the end of November it had been reduced to £1284 8s 2d.

The .foreman (Mr. A. Melville) reported that during the month he had been engaged oil footpath work on, the Ur*veir Manaia Road. He was at present tar patching the roads- and! had finished the Upper Manaia Road and the El th am Road East, He suggested! having: a couple of days cleaning?, up rubbish from private houses, -residents to be asked to get tins, etc., ready or to notify him; also the cleaning up of nil grass from the water tables in the town area before Oh-ristmns.

POWER AND LIGHT SUPPLY. The electrical engineer (Mr. A. W. . Anderson) reported upon the operation of the electrical undertaking for the month' of November as> follows: Power houses and -bulk supply.— Both power plants ran continuously and satisfactorily during the month, maintenance items and minor repairs -only being found! necessary. Eels gave a certain amount of trouble with the turbines. Units generated in No. 2 power house totalled 55,260, this being an increase of 1,430 units on the output for the same month of last rear, while a bulk power .'purchase of 2,830 units ulus 50 k.v.a. at o. cost of £2l 6s lOd was made, exceeding last year’s Noveinifcrir figure by £3 ss. Increased load and decreased stream flow in the, ear- 1 lier part of the month were responsible for the increased purchase. The best

generation figure for the month was 1.990 units on the 2S.th.

Reticulation.—One broken high' tension wire was experienced at Riveriea on the fifth of the month, and a severe electrical storm on the nineteenth * caused much dislocation of the service ov blowing numerous fuses, tripping the oil switches at the power house and burning out an oil switch controlling the bulk power transmission line at. Mangabo'ki. The loss of bulk power from this reason was responsible tor the dislocation of milking service on the morning of the twentieth. Consumers’ services were put into repair on the Upper Palmer, E'ltham and Lower Duthie Roads, and line alterations were madejto provide a better voltage for one consumer on the Upper Duthie Road. One milking motor was added to the system during the month. Joint line, Skeet Road. —Negotiations have been completed in regard! to: the Lower Palmer and Sheet Roads reticulation, and the approval of the Chief Electrical Engineer, Public Works Department, lias bene received for the construction of the line. A copy of the agreement between the Kaponga. Town Board and the South Taranaki Power Board was submitted to the Public Works Department and no objections were offered. Inspections.—A start has been made with inspecting consumers’ installations in the town area in accordance with the Electrical Wiring Regulations 1927. and most were found to require considerable alteration and repair. It is proposed to continue these inspections as opportunity offers until the whole of the licensed area has been completed. Both trucks are in-good order and repair. s
