LABOUR CLAIM DENIED
NO MANDATE FROM ELECTORS COMPARISON OF ALLOCATIONS REFERENDUM HELD NECESSARY (United Press Association—By Electric Telegraph Copyright.) Received 12.30 p.m. to-day. SYDNEY, Dec. 4. In connection with Mr J. T. Lang’s desire to flood the Legislative Council with Labour nominees surprise is expressed at the unusual tactics of Opposition members who, however, still maintain that a referendum will be necessary before the Governor can assent to 'the measure. The claim of the Government that the Ministry has secured a mandate from electors to abolish the Chamber is stoutly denied. The view was expressed last night that before the Governor could give Royal assent to this measure the courts would be moved to test the constitutionality of the new legislation.
