INCREASE FORECAST. Received 12.15 p.m. to-day. MELBOURNE, July 30. In. the absence of the Governor’s speech at the opening of the new session of the Victorian Parliament the Premier and the Treasurer outlined the business to be dealt with during the session. They stated that revenue had 1 fallen short of expenditure by at least £1,200,000 and that taxation would have to bo increased.
