Philip Snowden’s rejection of the latest reparation offer j>v the Powers has again thrown the conference into chaos. Mr 'Snowden says the offer is £1,000,000 short of the British needs. The French delegates emphasise that, the four Powers have no further offer to make and the initiative. has been transferred to Great Britain. They point out that Mr iSnqwden has never yet intimated the figure he would accept. , , M. Loucheur describes Mr Snowden’s refusal as a painful surprise. He cannot believe Great Britain will persist in refusing to come to a reasonable agree, ment. If the Young plan is redrafted tTie Powers will enter upon a perilous adventure. France, therefore, refuses to co-operate in a demolition of the Young plan, but awaits Mr Snowden’s proposals. A French correspondent, telegraphing to the “Daily Telegraph’’ from The Hague, says the impression tonight is that Mr .SnoVvden will not be satisfied unless 80 per 'cent, of Great Britain’s claims are met according to his own valuation.
