PARIS, Feb. 26. 4 <Le Journal’ ’ is of the opinion that there is no doubt the Franco-Belgian story is of German origin: There is further evidence that Germans do not understand the principle respecting international obligations. “Ij& Matin” says that is a plan to create Franco-German discord on the eve of tho League Council. BRUSSELS, Feb. 26. Newspaper reports allege, that the treaty was forged in Flemish quarters in Brussels, one leader of which took a copy to Holland, disposing of it to a Dutch organisation acting for a German spy service, whose headquarters are at Mulheim, on the Ruhr. An important newspaper at Amsterdam was offered the. document, \fiut refused to have anything to do with it. It is 'believed that the object of the publication was to prejudice Belgo-Dutch negotiations. *
