Stresemamn,, at a party meeting gravely warned all parties' concerning the utter confusion into which polities had' fai’len. He said the Government was, at present, in a minority, owing to the detection of the Centre Party, but i/n view of the critical international negotiations, it had not the remotest intentions of resigning. The Ministers’ responsibilities to the State must outweigh party considerations. It was gorteisque that when the Chancellor’s whole energies were needed for the Paris reparation negotiations, they should be wasted on attempts to bring the parties together. He did not believe the current _ rum- 1 ours that movements were afoot aiming at the replacement of the constitution by dictatorship. He expressed the opinion that Germany was- far from the [adoption of Fascism, but there must be I strong efforts to reform the parliamentary system and limit the power of factions. I The root of evil in the situation was 'the substitution of organisation for personality.
