KELLOGG PEACE PACT

Th-e Senate almost unanimously ratified the Kellogg Pact. The vote on the Treaty was carried by eighty-five to one, Senator John Blaine, Republican of Wisconsin, being the sole opponent. The vote was taken' after the 'Chairman of the Foreign Relations Committee (Senator Borah) read a report saying that the Treaty in no 1 way impaired the right of selLdefencc of any nation. The report declared the committee’s understanding that the Monroe Doctrine was considered a part of nation’s security and part of the system of self-defence.

The Treaty vote was made possible by Senator Borah acceding tc the interpretationists ’ demand for a report by the Foreign Relations Committee placing its 'construction upon the Pact. Senator Borah yielded after insisting that the report not bo considered as a reservation to the Treaty.

President Coolidge regards the Kellogg Treaty as the most important subject before the Senate during his administration. He believed the Treaty will do more to stabilise conditions and express the sentiments of the world and increase the probability of permanent peace than any factor within his knowledge. He regards it as an answer to any criticism’that the United States has motives of aggression against any nation.
