BATTLE IN SENATE.
OPPOSITION CONFERS ON PLANS

NEW YORK, Jan. 13
The fines of battle over the ratification of the Kellogg Past were stiffened to-day as the result of a conference between Senators J. A. Reed, Moses and Bingham, in which they mapped out a campaign with the object of having the Senate ratification accompanied by a committee report or some other interpretative declaration, states the Washington correspondent of the “New York Times.’.’
The outcome of the conference spelt the failure of President Coo-lidge’s efforts to prevent this course and it is now assured- that a stiff conflict is on between the administration and certain senators, mostly Republican, who contend that interpretation is necessary. The conference is believed to imperil further the chances of the Naval Bill.
