W T hilo further efforts’ for a compromise agreement on the Kellogg Peace Pact failed l to-day at the Senate comferene'es, Senator W. E. Borah expressed the hope that a vote on the pact woiuM occur on Saturday. An interesting manoeuvre te make the pact effective: after its passage, which in any ’event seems' assured, occurred with the introduction. :by Representative Fish o-f a constitutional amendment lumider which no war save a war of detfeuco could be waged by the United States until the declaration, of hostilities was' ratified by a popular referendum.
Mr Fish declared he was ready to OJecept further qualifications under which Avar, where ‘ ‘ established American policy” was involved, could be waged without such a referendum. Mr Fish characterised! the proposal as a logical step for the support of the Kellogg Treaty, declaring: '‘lt constitutes another obstacle or check on war, and the responsibility for the final decision would be placed squarely on those who carry the rifle as their burden.”
