LOCK-OUT THREATENED

BERLIN, Oct. 31. A lockout is threatened, affecting a quarter of a million metal workers in the Rhineland and Westphalia. The workers, whose standard is admittedly low, demanded an increase of twelve pfennigs. The employers state that this would lie unbearable and would result in their being unable to meet foreign competition. The workers have asked the Government to declare arbitrators’ decision binding.
