Received 11.45 a.m. t:o-day. GENEVA, Sept. 12. Before the Third Commission on Disarmament, Count Bernstorff reiterated Herr Mueller’s request for the summoning of the full Disarmament Conference. M. Biencour urged the fixing of a definite date for the meeting of the Preparatory Commission, as soon as possible. Lord Cushcndun outspokenly deprecated undue haste, especially as h e had not the necessary information to enable him to decide on an opportune (late. He urged that the decision should ib e left to the •chairman’s discretion. Viscount Sato gave figures showing the apanese post-war. armament reduction. On her own initiative she had reduced the army by one-third. Japan, he said, sincerely desired an equitable reduction of armaments, but that could not be attained .with a magic wand, but toy gradual progress. Ho supported the Norwegian delegates’ suggestion that the standing iconiinittec should study the armaments of all countries.
LABOUR PROTEST URGED. LORD CTJSHENDUN’S ENDORSEMENT OF M. RRIAND’S SPEECH. Received 10.15 a.m. LONDON, Sept. 12. The national council of the Independent Labour Party has issued a statement urging every section of the movement to protest against Lord Cushendun’s endorsement of M. Briand’s Geneva speech, also advocating that M. Rriand should set an example in disarmament toy proposing total and universal world-wide disarmament.
