COMPLAINT BY LITHUANIANS. FAILURE O'F NEGOTI ATIONS. (United Press Association —By Electric Telegrafi Copyright.) (Australian Press Association.) Received 10.30 a.m. to-day. GENEVA, July 29. Poland intimates that the manoeuvres of which the Lithuanians complain are being held farther from the frontier than last year, and suggests that Lithuania is endeavouring to create an atmosphere of insecurity and thus elude responsibility for the failure of the negotiations'with Poland.
