SIDNEY, June 20. The Development and Migration Commission has presented an exhaustive report to the Federal Ministry covering unemployment and recommending the State Governments to adopt, a common policy in planning public works well ahead over a term of \ ears; to adopt a uniform system of employment bureaux; to arrange with the educational authorities for an extension of vocational training for vouths after leaving school; the stabilisation of the exchange; and to provide facilities for training of business and industrial executives in problems in relation to industrial organisation and management.
