ARBITRATION TREATY.
ANGLO-AMERICAN NEGOTIATIONS. (UNITED PRESS ASSOCIATION—BY ELECTRIC TELEfi RA PH—COP Y RIGHT.) (AUSTRALIAN PRESS ASSOCIATION.) WASHINGTON, May 15. Mr. E. B. Kellogg lia-s rejected Mr. Howard’s proposal that in view of the prospective inability of Mr. Baldwin’s Government to complete its consultations with the Dominions on negotiations for a new arbitrations treaty with the United States before the expiration -of the present treaty on June 4, the latter be extended temporarily through the exchange of Notes. Mr. Howard- was informed that extension would be made only through a new treaty requiring the Senate’s approval, and since the delay in negotiating the latter was not expected to be long, it was decided that the present pact should he permitted to- lapse. The course, it was felt would make no practical difference Between the two Governments.
