The State Department lias published the German reply to Mr. El. B. Kellogg’s proposed outlawiy of war treaty with every indication of official satis- . action at the contents of the German Note. Germany declares she is ready to conlude the paet in accordance with the American proposals, and welcomes most .v'armly the opening of the negotiations for the outlawry of war. The Note states that Germany is convinced that its obligations under the League and the Locarno pact do not conflict with the obligations proposed by the American treaty, but it would rather strengthen the former Note if she further intimates that she sees no necessity for the proposed French reservations.

BERLIN, May 1. Germany, replying to Mr. F. B. Kellogg’ states that she is ready to enter the international pact to outlaw war. She points out that the dominating ideas of M. Briand’s and Mr. Kellogg’s proposals tally with Germany’s policy, which has no higher interest than abolishing the possibility of war and ensuring a peaceful settlement of disputes. Mr. Kellogg’s proposals nearly attain the goal. The reply adds that Germany has not entered into international obligations, of a nature similar to those of the proposed pact, except in the League Covenant and the Locarno pact, which do not conflict with the American prooosals. On the contrary, a binding obligation not to make war would strengthen both the Covenant and the [jocamo pact. Nevertheless, these proposals do not interfere with the Sovereign States’ right of self defence, >ecause if the pact was violated, other contracting parties would regain their freedom of action. The Note emphasises the necessity of the acceptance of the pact, which it hopes will give an effective impulse to general disarmament.
