The Archbishops of Canterbury and of York submit on March 28 the final iorm of the tiie Prayer Hook measure. Loth Convocations compromise on the continuous reservation, which remains, but is more strictly defined. A new rubric respecting fasting and communion is inserted, giving the option of fastincr or non-fasting, according to the participants’ conscience. governing prayers for the King, the black rubric, and the reservation rubrics are slightly altered. New rules safeguard the introduction of changes sanctioned by the new Prayer Book, in order to avoid arbitrary clerical action apart from that of the Parochial Church Council. Provision is made to celebrate the communion at least on one Sunday monthly, according to the 1662 Prayer Book. In order to administer the sacrament to the sick oi dying, a bishop may license a priest to reserve the necessary bread and wine from the open communion. If j the license be not granted, the parJf oehial council may refer the matter ' to the Archbishops ancl Bishops. Bread and wine set apart shall be reserved at the ambry (north or south wall), the sanctuary, or the chapel, ancl not immediately behind or above the Holy Table. The Bishop of Truro announces that he cannot vote to transmit the measure to the Church Assembly, since the alterations cut away .the ground of his support. He foresees acute trouble, and says that the directions regarding communion are revolutionary. It is “an insult to the clergy and a snub to the bishop that the parochial council may issue commands. .
