CRITICS ATTACK THE BILL. BY OaBI.B—FRESH ASSOCIATION—COPYRIGHT WASHINGTON, March 15. The appearance of the Secretary of the Navy, Mr C. D. Wilbur, on the floor of the House of Representatives during the debate on the Naval Bill, brought charges by Mr Huddleston that his presence wase ontrary to the law and was an effort to influence Congress This precipitated a quarrel that kept the chamber in an uproar for a considerable time. Other representatives defended the Secretary. Mr Gaguardia sharply attacked the Bill, saying the money should be utilised for the merchant marine. The pacifists were responsible for keeping the country unprepared, said Mr Brittain. . Mr Hale said the American people desired parity in principle, but there was no reason why they should build' up to that figure at the present time.
