DEALING WITH SMUGGLERS

BY CABLE--PRESS ASSOCIATION—COPYRIGHT. WASHINGTON, Sept. 14. General Andrews announces that a new agreement to combat smuggling will be arranged with Canada, shortly, similar to that recently negotiated between the United. States and Britain. It is not intended to create a treaty, but a. so-called business agreement for the 'exchange of information. The results are expected to benefit’ both countries hv stopping liquor from flowing into the United States and also by ending liquor smuggling into the dry provinces of Canada. Mr Kellogg, Secretary of State, is now arranging the details of a meeting in connection with this matter. It has not been decided whether this will be held- in Washington- or in Ottawa,, but it is learned that Canada, will be asked to allow American patrols- to chase liquor runners in- Canadian waters. A double border patrol will also possibly be arranged, consisting of the United States prohibition forces and the Royal Canadian Mounted Police.
