A COMPLAINT FROM RUSSIA. TROOPS TAKE POSSESSION OF TRAIN. BY CABLE—PRESS ASSOCIATION— COPYRIGHT (Received Jan. 23, 10.57 a.m.) PEKIN, Jan. 22. The Soviet Ambassador, M. Karaklian, in a note to the Chinese Foreign Office, complains that Chinese soldiers forcibly occupied, the carriages of. a mail train about to start for Harbin, and when ordered to leave took possession of the train. Karakhan accuses the military authorities of interfering with the railway, of encouraging acts of violence, and urges that this is a violation of the agreement with China, He demands that an end be put to the outrages and that order be restored, thereby avoiding the serious consequences which* might arise. He added: “The Soviet. Government holds China responsible for all damage arising out of such outrages. ’ ’ —Reuter.
